The Federation of Indonesian Independent Teachers
(FGII)

OPENING

Law Number 13 of 2003 on Employment and Law No. 21 Year 2000 About Unions also stipulates that each employee have the right to form and join trade unions.

CHAPTER V
Sovereignty and MEMBERSHIP

Article 10
Sovereignty

Sovereignty federation members are handled and implemented by Congress.

Article 11
Membership

Federation members consist of ordinary members, extraordinary members and members of the honor.
1. Teachers are ordinary members who work in the education system in Indonesia rally in organisasi-organisasi/Forum-forum Independent Teachers who are willing to comply voluntarily AD, ART and the principles of the Federation
2. Members are extraordinary young members / prospective teachers and educators who called on Article 1 point 5 and 6 UUSPN.

CHAPTER VI
RIGHTS AND OBLIGATIONS OF MEMBERS

Article 12

Each member is entitled:

SCOPE OF ACTIVITIES

Jakarta, Kompas - Departemen Pendidikan Nasional menaikkan anggaran bantuan operasional sekolah atau BOS untuk jenjang SD dan SMP pada 2009 sekitar 50 persen dari tahun lalu. Dengan naiknya BOS, pemerintah meminta tidak boleh ada lagi pungutan kepada siswa, terutama di sekolah negeri.

”Dana BOS dan gaji guru sudah dinaikkan pemerintah pusat. Maka, wajib belajar di SD dan SMP negeri gratis. Tidak boleh ada pungutan paksa kepada siswa,” kata Menteri Pendidikan Nasional Bambang Sudibyo dalam rapat teknis bidang pendidikan Asosiasi Pemerintah Kabupaten Seluruh Indonesia (Apkasi) yang dihadiri para bupati dan kepala dinas pendidikan se-Indonesia di Jakarta, Rabu (5/11).

Dana BOS untuk setiap siswa pada 2009 nanti disatukan dengan BOS Buku dan besarnya berbeda antara di kota dan kabupaten. BOS untuk siswa SD per tahun di kabupaten besarnya Rp 397.000, sedangkan di kota Rp 400.000. Besarnya alokasi BOS sebelumnya Rp 254.000 dan BOS Buku Rp 22.000.

Adapun siswa SMP di kota mendapat dana BOS sebesar Rp 575.000 per siswa per tahun, sedangkan di kabupaten Rp 570.000 per tahun. Dana BOS di SMP sebelumnya Rp 354.000.

Dana daerah

Pemerintah provinsi dan kota/kabupaten, kata Bambang, wajib menyediakan dana untuk memenuhi kekurangan BOS. Masyarakat tetap diperbolehkan memberikan sumbangan ke sekolah untuk mendukung peningkatan kualitas pendidikan, tetapi tidak boleh dipaksa.

Menurut Bambang, bupati dan wali kota bertanggung jawab untuk menggunakan kenaikan anggaran pendidikan 20 persen dari APBN yang dialokasikan ke daerah untuk membiayai pendidikan dasar serta kesejahteraan guru. ”Nanti ada risiko politik, bisa saja ada impeachment dari lawan politik jika dana pendidikan tidak sesuai aturan,” ujar Bambang.

Adapun untuk program bantuan operasional manajemen mutu (BOMM) tingkat SMA yang dulu dihitung per sekolah, sekarang dihitung per siswa seperti BOS. Untuk SMA besarnya Rp 90.000 per siswa tiap tahun. Siswa SMK mendapat Rp 120.000.

MP Tumanggor, Ketua Umum Apkasi, mengatakan, komitmen pemerintah kabupaten untuk mengalokasikan dana pendidikan 20 persen dari APBD terkendala terbatasnya anggaran. Jika komponen gaji guru dimasukkan dalam anggaran pendidikan, pada 2009 semakin banyak kabupaten yang mampu memenuhi amanat konstitusi untuk mengalokasikan 20 persen anggaran pendidikan dari APBD. Workshop union management and financial administration in FMGI

Workshop union management and financial administration have implemented by the FMGI Lampung Province in the LEC City Metro and followed by 32 participants from 10 districts and cities all over the province of Lampung. Facilitator: DPP FGII and Damar LAP. Follow-up plan formulated in line with the participants of a workshop for the purpose of strengthening the vision, solidarity and consolidation of members FGII.

Unless North Lampung, all participants agreed to apply the contribution of Rp 5.000/bulan members as a commitment to build a professional organization of workers FGII together. FMGI Lampung provide Stimulation in the form of block grants 100 card members / district and print 2000 eksp bulletin/journals published independent ready early December. Government Must Create Standard Welfare for Teacher

MEDAN - MI: The government should create standards of welfare of teachers, as one of the efforts to improve the quality of education in Indonesia, said the Rector of the State University of Medan (Unimed) Shawwal Gultom.

"It would be difficult to improve the quality of education if teachers are not prosperous.
